Looked that one up and it's almost certainly fake, it's from a message that was anonymously sent to a financial advice website in 2002 - link to original below. The document doesn't even mention an author, someone's just added an attribution to Rockefeller in that meme to make it more dramatic.
Not surprised
It does however match up well enough to his behavior that while I was not convinced by it being attributed to him, it is certainly in the right vicinity albeit entirely too on the nose to imagine that he would have admitted it
