Actually there is.
In the West most people can build a successful business of any size, accumulate a decent amount of assets, and expect the government to help protect those assets from criminals.
In Russia the trick is to create a small business and then be careful to hide its success from government so they or one of their friends don't steal it from you. Anyone building something really successful either must be politically connected, they have to leave Russia, or they can anticipate being killed or imprisoned so someone else can steal their assets.
This is part of the fallout of Russia always being a dictatorship and it is also part of the fallout of Russia having been communist. In communism there is central control of all resources (jobs, housing, businesses) and those who control the resources can demand favors for dispensing those resources. Those in power in today's Russia are emulating this aspect of the communist era and they see business as a means of seizing power and exercising dominion. Business is not an end in itself but rather a path to the real goal which is power.
Look at Russia's natural gas market. The ultimate purpose of this industry was not to make money but to exercise power and dominion over Europe. It wasn't a bad strategy from a Russian point of view but it required that the Europeans were less willing to stand up to Russia than to face discomfort.
Turns out the Europeans prefer discomfort and freedom from Russian oppression.
